China rejects allegation of its army’s intrusion in Ladakh

India to take steps to protect interests

BEIJING/ New Delhi, Apr 22: China on Monday rejected reports of intrusion by its troops in Ladakh, saying the People's Liberation Army (PLA) soldiers patrolled the Chinese side of Line of Actual Control (LAC) without "trespassing" into it.

Presenting China's stand, the foreign ministry spokesperson Hua Chunying also called for resolution of the issue through talks.

"China's frontier troops have been abiding by the agreement between the two countries and abiding by the LAC agreed by the two countries.

"Our frontier troops have been patrolling on the China's side of LAC", Hua said at a media briefing here, responding to a spate of questions.

"Our troops are patrolling on the Chinese side of the LAC and have never trespassed the line", she said.

External affairs minister Salman Khurshid said on Monday in New Delhi that India and China are holding flag meetings to address the issue of incursion.

However, China claims it has not done anything wrong. "China's position is firm and clear. We have been abiding by the agreement of the two countries having normal patrol on Chinese side and never trespassed the LAC", the Chinese spokesperson said during the course of her replies.

"China believes that the current India-China relations have been in a fine shape. We have maintained good communication and coordination on the boundary issue," she said.

"The boundary areas are in a peaceful condition. China is willing to properly solve the boundary question based on peaceful negotiations.

"We would like to solve the boundary issue through proper mechanisms in order to create conditions for the development of China-India relations", she said.

Observers say China's stand defending its "incursion" is puzzling as it may result in raising of a new dispute on the much agreed LAC by the two countries which brought about sense calm while they negotiated the boundary dispute.

In New Delhi, Defence Minister A.K. Antony said on Monday that India will take “every step” to protect its interests to resolve the situation arising out of deep incursion by Chinese troops into Indian territory in eastern Ladakh.

“We are taking every action to protect our interest... We will take every step to protect our interest,” he told reporters outside Parliament House.

He was asked the government’s response to the Chinese incursion some 10 to 12 km deep into Indian territory.

Government sources have already said that India and China are in touch to resolve the issue of Chinese incursion into Indian territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh and erecting a tented post.

According to government sources, the issue was raised by India after the incident came to light some time ago.

A Platoon-strength contingent of China’s People’s Liberation Army (PLA) came 10 km inside the Indian territory in Burthe in DBO sector, which is at an altitude of about 17,000 feet, on the night of April 15 and established a tented post there, according to highly placed sources which said a Chinese Army Platoon usually consists of around 50 men. After having brainstorming discussion, NES has resolved that the Nyishi community would vehemently defy any kind of bandh call in its territory by any unrecognized organizations and groups with vested interests.

“NES shall strive to defy intimidations, extortion, threatening and blackmailing meted out to the business men and officers. It would inculcate work culture, high degree of professionalism and devotion to duty from the members of the community for the overall development of the state and the nation,” the resolution said.

Further, it has resolved to discourage polygamy and early marriage in the society.

A sub committee would be constituted to work out the modalities to nurture youth energy and harness women’s potential in the community for development, the resolution said.

Re-affirming the resolution adopted in the IX General Conference at Seijosa in 2010, NES re-iterated to protect and preserve mithun. A model modus operandi for Mithun preservation would be codified armed with legal teeth with social acceptance. Pristine preservation of flora and fauna would also be acted upon on the similar line, it resolved.

AAPSU appeals NES to fight against social evils

ITANAGAR, Apr 22: Expressing deep concern over rising lawlessness in the state, particularly growing cases of extortions, imposition of fines in accident related cases, revenge system and bandh culture, the All Arunachal Pradesh Students’ Union has pleaded with the Nyishi Elite Society (NES) to take serious note of the present state of affairs and initiate precautionary measures before it is too late.

AAPSU president Kamta Lapung, while addressing the general conference of NES at Yazali on April 20, pointed out that fine system causes mental torture and agonies, physical harassment and financial losses, which is illegal. Thus, it should be abolished and the law should be allowed to take its own course.

Same is the case in extortion which is equally a curse in our state which needs to be tackled with an iron hand.

Revenge system is contrary to the dream of Arunachalee society marching towards all round development. How can about 13 lakh people develop when the revenge system still prevails destroying the spirit of communal harmony and peaceful co-existence, Lapung said.

Bandh, a culture exported from Assam, has been ruining state’s economy. How can we forget that bandhs pushed back Assam’s development by two to three decades? Should we follow Assam or march ahead hand in hand to live in peace and prosperity? He questioned.

“All these crimes were unknown to our tribal society in olden days. Why and how of late these crimes intruded into the social system at the cost of our tribal values is intriguing,” he said.

It is time for all of us to rise above distinction of tribe and position to contemplate serious steps so that our future generations do not blame us.

What the state government does is its responsibility but civil society has its share of responsibility which we should reflect in plurality with pan-Arunachal identity and also move the government for corrective measures to take the state towards a better tomorrow, Lapung said.

Perceptible difference of governance in Capital Complex

Keter Bagra

Good governance has positive impact on the quality of life of people. Good governance increases transparency in the govt. functioning and reduces red-tapism thus bringing development.

The Capital Complex Administration in the last one year has initiated some positive measures which have brought some favorable impact on the standard of governance in the state capital.

In the last one year, the District Administration has carried out a number of massive eviction drives to prevent encroachment of government land wherein many illegal Pakka and Kacha structures constructed in national highway and sector road causing unnecessary obstructions and congestions were either removed or demolished. As a result, many stretches of sector roads and national highway have widened giving much needed relief to the city dwellers. It also acted as strong deterrent for encroachment in the State Capital. In an unprecedented move, a few high ranking officers of the state were also booked for destruction of govt. quarters.

Checking drives were also conducted by the District Administration through active involvement of ADC, EACs and COs for checking of trading permits and other documents of all shopkeepers, meat sellers, wine-shops, etc, for which notices were issued and penalties levied on the defaulters. A number of drives were also carried out to seize the unattended merchandise, tools, old vehicles, CGI Sheets etc. kept on road sides by various automobiles service centres, building material supplier, etc. A ban order on usage of Plastic Bag by shopkeepers, vegetable vendors, etc. in Capital Complex was also issued to keep the city neat and clean.  To check those staying in Capital Complex without ILP, a number of drives were carried out wherein many persons without ILP were deported. During the regular drives, many banned products like tobacco, gutka, plastic bags and illegal liquor were seized and destroyed by the District Administration.

In January this year, a week-long drive was carried out for removal of tinted films on car windows where tinted films from thousands of cars/4-wheelers were removed. Tinted films worth lakhs of rupees were also seized from car decor shops. Similarly, motorcycle riders without helmet, driving license, etc were also penalized. A huge amount of penalties were realized from the drive. Drive against illegal dumping of construction materials on road-sides are being carried out regularly which is helping in keeping the city neat and clean. The unauthorized construction materials found dumped during such drives are seized and destroyed on various occasions. As a pioneering initiative, the District Administration through Urban Development Department had earlier started the process of “garbage collection” during the ‘Bandh’ days to keep the city neat and clean. The District Administration is also trying hard to make the twin towns of Itanagar and Naharlagun “hoarding-free” which would add to the beauty of the towns as all the illegal hoardings within RoW of NH52A were removed in a drive few months back.

One of the major problems in the capital has been the problem of land encroachment and allotment. Owing to the efforts of the District Administration which had pointed out various lacunas in the land allotment procedure, the Directorate of Land Management is now in the process of amending the rules suitably. To make the land allotment procedure more transparent and to discourage encroachment, a sub-committee comprising five officers has been formed by Capital Complex District Administration for site verification of each new land allotment case including those already approved by government.

For the first time, the Department of Town Planning has been made an integral part in new land allotment cases in Capital Complex to ensure better town planning.

After repeated pleas of Capital Complex District Administration, the government of Arunachal Pradesh has now formed a Committee for suitable amendments in the state (Land Allotment & Settlement) Act and Rules, many sweeping charges are recommended by this committee including outright transfer of land, lock-in period of land allotment, higher land allotment premium, etc. If these recommendations are accepted by the State Government, then it will be a paradigm shift in land allotment policy of the State and would generate huge revenue for fund-starved state of Arunachal Pradesh.

A large number of “Bandh calls” which had been a continuous nuisance in the State Capital were successfully handled by District Administration since May 2012 and all the “Bandhs” were managed peacefully without any law and order problems barring some stray incidents. Proper planning, timely discussion with the stakeholders including Market Committees, Transport Associations, etc, round-the-clock patrolling by Magistrates in coordination with Police during Bandh days and other measures helped in maintaining law & order situation during such “Bandh Calls”. Not even a single ‘bandh’ has been allowed to be successful in the last 6 months in the state capital. The ‘Bandh’ calls since October, 2012 have been successfully neutralized with the effective intervention of the District Administration. On all occasions in last 6 months, the District Administration was successful in opening the shops and petrol pumps. Public/ and goods transport vehicles plying. To ensure the same, the District Administration had earlier held meeting with various organizations, the Market Welfare Associations, Transport Federations/ Associations, Petroleum Depots Associations to name a few. The District Administration Officers had even carried on foot marches to appeal the shop-owners to open their shops so that there would not be any inconvenience to the general public. Announcements were also made through PA system on “Bandh Days” by the District Administration Office to open the shops. Further, the District Administration in an unprecedented move sealed many Bank Branches, LIC Office, shops that were found closed during ‘Bandh’ calls without permission in spite of repeated appeals and penalty were levied on them for such irresponsible and cowardly acts.

For the betterment of the Traffic and Parking situation in the Capital Complex, the District Administration held meetings with the Transport Federations and various Transport Associations for disciplined parking at various places. The parking of goods/ passenger commercial vehicles at Naharlagun has been shifted from the sides of the National Highway to a distant location at Barapani. The timings of commercial goods transport vehicles like Tata Mobile, etc., during the morning and evening hours had been restricted and continuous efforts are being made to ensure that the said goods vehicles do not ply during the restricted hours. The Transport Associations/ Federations have been requested to adhere to the time schedule. All these steps have helped in reducing the congestion and traffic jams in the Capital Complex during peak hours. A number of parking lots are now being developed by District Administration in Itanagar for proper parking after removing obstructions and redesigning. It would help in the beautification of the city and may result in congestion-free-traffic.

The District Administration had earlier submitted a plan to the Planning Department regarding a need to reduce congestion on main market areas of NH52A from “Chandranagar to Rajbhavan Road Tinali” and the Naharlagun Market area. After pursuance of the District Administration, the Govt. of Arunachal Pradesh has sanctioned some amount for the said project. Now, two projects on NH52A for widening and beautification of Capital Complex are being implemented under the direct supervision of the District Administration. The project from Ziro Point Tinali to Bank Tinali envisages widening of the road and black-topping after removing encroachments, marking of yellow and white lines on the road, installation of Cat’s-eye for better night vision, construction of drainage and footpath, installation of railings, high-mast, etc. The project at Akashdeep envisages construction of an additional service road in the congested area after removing encroachments and other physical impediments which would facilitate one-way traffic on a specific congested portion of the NH52A near Akashdeep. Further, landscaping of the specified area would be carried out for beautification. The stretch of NH52A from Tata Sumo counter up to the last end of RK Mission Hospital has been widened after removing encroachments. It would help in creation of more parking space and congestion-free traffic.

Adding another feather to its cap was the successful and peaceful conduct of AAPSU elections, 2012 at Dera Natung Govt. College, Itanagar in the month of December 2012, without almost any incidence of violence, Bandh, etc. It was another feat possible largely because of the active coordination of the District Administration with all contesting candidates, election officers, security arrangements, etc.

On being asked Sanjay Goel, DC, Capital regarding various actions taken by him for providing good governance in the State Capital, he replied that administration is a dynamic learning process wherein we learn from surroundings and wherever possible, we also contribute to our environment based on our experience, knowledge, etc.

“My aim is to develop Itanagar as a Model State Capital with excellent infrastructure, smooth traffic facilities etc. and a place where there will be no any law and order problem,” Capital Complex Deputy Commissioner Sanjay Goel affirmed. (The writer is currently working as DIPRO, Itanagar Capital Complex)

Conduct written examination for LDC posts

Dear Editor,

Through the columns of your esteemed daily I would like to share my grievances with my fellow citizens. To begin with your kind attention is drawn to the advertisement NO.DV/ESST/147/03-04 Dated Anini the 8th June 2011 issued by  former Deputy Commissioner, District Dibang Valley, Anini wherein vacancy of total 02 posts of UDC and 09 posts of LDC were mentioned. Consequent upon such advertisement, I had submitted my application accompanied by requisite documents and prescribed fees for the post of Lower Divisional Clerk (LDC). Few months later I got Calling Letter on 23rd August 2011 from the office of the Deputy Commissioner, Anini to appear written examination amongst other candidates. In respect of calling  Letter no. DV/ESTT-8/11-12/1760 Dated Anini the 23rd August 2011,  I had appeared written exam up to my level best. Afterwards, while waiting for the result I learnt that an anonymous person filed a complaint letter to the Deputy Commissioner, Anini stating that his kith and kin could not appear written exam as she was blocked by the District Students’ Union purposely while on the way to examination centre. Here I do counterpoint with the plaintiff taking into consideration no such reporting of untoward incident was put down by three examiners. However, as she was the candidate for the post of LDC, former Deputy Commissioner, Dibang Valley District, Anini issued an order not to declare written exam result of LDC without assigning any reason thereof. Over again, a new advertisement brought out with vide No. DV/ESTT/147/11-12 dated Anini the 5th March 2012 for the same number of posts and designation. Hence, once again I had to submit application afresh with requisite documents and fees. Since then, I am eagerly waiting for the conduction of written exam for LDC. Still, the District Administration has not been able to initiate any action on this subject matter, keeping everybody in dark. Besides, I failed to understand why the District Administration cannot conduct written exam afresh.

Few days ago, I visited office of the Deputy Commissioner, Anini to enquire about status of the subject matter in consideration since the application was submitted long way back. Shockingly, I saw that application form submitted by the applicants were wet completely as a result some of the office staffs were putting effort to dry off the applications. In a way, I can say that the District Administration is quite irresponsible.

Lastly, I sincerely appeal to Tamune Miso, newly appointed Deputy Commissioner, Dibang Valley District, Anini to initiate necessary action on the subject matter for conduct of written examination for Lower Divisional Clerk (LDC) at the earliest please.

Yours’’

Arun Mihu

Anini

Don’t treat us like enemy

Dear Editor,

Through your esteemed daily and most popular Reader's Forum columns, I want to let the people know about the obnoxious, arrogant, unfriendly, in-human attitude of CRPF officers and Jawans posted at Pasighat GTC area.

On 20th April 2013 at around 10:30 am, I very humbly and honestly approached and complained the CRPF personnel camped at GTC area to slightly widen the barricades that they had put on the NH 52, just in front of the gate of their camp, just because, I had personally seen three accidents at the same place for three consecutive nights.

The sole reason for complaining about the barricades was that they have not put any cautions for the same nor put any precautionary measures like reflectors on the tin drums nor coloured the boulders, so that they are distinctly visible during night time especially on rainy days and nights. And eventually the same boulders and drums have fooled many motor riders to meet up with accidents and let themselves critically injured and damaged their motor vehicles almost every night.

While I was discussing the matter with some of the CRPF personnel very politely, at the popularly called "Death Gate Barricade", the Officer in Charge of the camp came out and without any provocation or reasons, ordered the other CRPF personnel - "Lathi wale do chaar Jawano ko bulao aur yaha jo bhi complain karta hain sab ko pitho”. And coming towards me that same fellow asked me to leave without complaining or else face beating from the Jawans, that too, in presence of all public onlookers and CRPF Jawans.

I protested, complained and told him to beat me up till I breathe my last and stood there till that uneducated fellow along with his half baked brained Jawans went inside their camps. I stood there at the Barricade for more than an hour in protest to the infringement of my Constitutional Right to Dignity of Life, Right to freedom of Speech and Expression, Right to a safe and Secured way in the form of the National Highway and above all in protest to the threatening of my life by the same Para military forces, which in principle are stationed in, for our safety and security.

Now, the fact is, that, duped by the same Barricade Boulders and Drums without any safety precautions or signs, accidents occur  very frequently during night, yet, the CRPF personnel have never ever bothered to lift the accident victims to hospital for immediate treatment, but, we the Tebo villagers and  the people of GTC area only look after all accident victims and take them to the Hospital for immediate medical aid.

Now, as a conscious citizen, I feel and believe that when the Constitution of India has given me the right to dignity of Life, Right to Freedom of Expression, Right to Equality and a Right to a safe and secured way in the form of the National Highway, I just can’t understand why should an Indian Army or a Para military force threaten my life and attempt to curtail my constitutionally validated rights?

Through this letter I request the  Deputy Commissioner, Pasighat to ensure and protect our constitutional rights as we are no alien to this nation, rather, we are peace loving, respectable, law abiding, courageous and sincere citizens.

And I also ask the CRPF Officer in charge that are they here for the security of the citizens or are they here as the Enemy of the Public or are we their Enemies?

Yours,

Vijay Taram

Pasighat.

Teachers and Summer Vacation

Dear Editor,

This is in response to the East Siang DA’s Order Nos. 1.  STAT (EC) 3/2012-13 of dtd.3rd April ’13 (Economic Census),  2. ESD/PR/ELN/10(A) dtd. 7th April ‘13 (simultaneous election of PR and Municipality) and  3. SEC’s press release on 15th April captioned-“SEC rejects teachers’ plea” as appeared in your dailies.

The government of Arunachal (DA), keeping in views the ensuing elections and economic census has issued orders to all HODs not to grant any kind of leave to govt. employees especially to vacational staff (to call back if any) stating that the conduct of General Election throughout the state being a mammoth exercise, cannot be managed without the services of school teachers. Further, it is a welcomed order that the school teachers will be granted Earned Leave of 30 + days in lieu of the un-availed summer vacation being engaged in economic census and PR elections thereof. Hats off to the concerned authorities.

I on behalf of the teaching communities of the entire state strictly adhere the supreme court’s verdict of December 6, 2007 and we are   pleased to be counted as efficient in the related matters. Whereas, it is a fact that the lady teachers are exempted from duties, few teachers are over burdened with duties in economic census and PR elections as well, for few more teachers including myself are kept in abeyance – neither engaged in duties nor able to tender summer vacation availing report. Further, there is no valid order of retention from the concern authority for those teachers who are not engaged in the concerned duties. At  this juncture I am confused and feared that whether we deserve the assured E/L of 30+ days or 45 days summer vacation.

Therefore, through your esteemed daily, I fervently appeal with this write-up the concerned authorities to serve authentic orders (for unengaged teachers) to what actually we should do – whether to stay intake in the school during this vacation or let us tender our availing report for the same.

Yours’

Boyem Jerang

Teacher, Pasighat

Is demand for creation of Bichom district not genuine ?

Dear Madam,

Through your esteemed daily, I would like to know the final stand of our Chief Minister regarding the demand for creation of  BICHOM DISTRICT by the people consisting of Sajolangs of Nafra CD Block and Lada Circle and Hrussos of Trizino ADC Post and Koro Akas of Bana area.

As I have come to know through your 17th Mar. 2013 publication, where our  Chief Minister had said that creation of new district,, ADC, subdivision and circle headquarters are being created on the basis of demand of the public and with due consideration of geographical location of a particular area, while responding to the question raised by  MLA Laeta Umbrey. In this context, I as a real dreamer of that said district felt that we have been neglected by our Government, as because we were one of those who had been demanding the same since 1996, but neglecting our demand many districts like Kurung Kumey, Papum Pare, Anjaw etc. were created, again now coming up with four more. We have been denied from unification too. Now what else can we expect from our beloved Government? Is our demand not fulfilling the criteria as laid by you? Please let us know your final stand through this media.

Unemployment a social challenge for India

Saddled with growing unemployment, India faces a daunting social challenge even as its economy slides into a morass of slow growth.

After months of living in denial, the government has finally said that the "increase in employment between 2004-05 and 2009-2010," was marginal. The size of the self-employed workforce in fact shrunk in this period from 56.4 to 50 as a percentage of the total workforce it admits.

With the economy continuing to flounder in the 5-6 per cent growth warp, the chances of an early recovery appear bleak even as the nation braces itself for elections and an uncertain political future thereafter.

The total number of employed increased in this period by a miniscule 0.3 per cent. However, even this meager gain was on account of an unflattering statistic: casual labour as a percentage of the total workforce grew from 28 to 33%--a five per cent growth as compared to the measly 1.2 per cent for the salaried class. The percentage of self-employed in the meantime dropped from 258.4 million to 232.7 million.

What makes these figures even more alarming is the fact that during this period the country's economy grew at a blistering 7.9 per cent on an average according to Planning Commission figures. Now with the country's economy going into a fizzle things are likely to only get worse unless there is a fast turnaround which looks unlikely with politics rather than development expected to hold centerstage over the rest of this year.

If India is to reverse its flagging fortunes it must not only stimulate its economy but also do it in areas that are most likely to generate employment.
