TWS resolve to fight drug menace
ITANAGAR, Apr 22: A general meeting of the Tayang Welfare Society (TWS) was conducted at Badminton Indoor Stadium, Khoraliang on April 20.
The general audit for the year 2009 to 2013 of the Tayang Welfare Society was held during the meeting, which was attended by the Chief Advisor, Patrons, all Executive Body Members and other members of the society.
The new executive members of the society selected in the meeting resolved to rejuvenate the society and work for its progress. The meeting also decided to fight the drug menace, which is insidiously spreading its tentacle in the society.
KK DA bans animal slaughtering
KOLORIANG, Apr 22: Following the model code of conduct enforced for the Panchayati Raj Election, the Kurung Kumey district administration has banned slaughtering of animals in the district. The district administration said that aslaughtering of animals and cattle to lure the voters in their favour during Panchayat election is strictly prohibited except religious and marriage ceremony. M.Sc student hangs herself

ITANAGAR, Apr 22: A M. Sc Physics student identified as Kime Kenya, 23, hanged herself at Pare Women Hostel of Rajiv Gandhi University, Rono Hills today morning, police said. Officer in charge of Doimukh police station informed this daily over telephone that Kenya was spotted hanging herself in her room of Block C by few women colleagues around 8.30 am. However women present at the scene broke the door locks and brought her to State Hospital Naharlagun, she was declared dead by the doctor, OC Doimukh added.
OC further informed that no suicide note was left by late Kenya. Later OC divulged that body was handed over to aggrieved family.

China rejects allegation of its army’s intrusion in Ladakh
India to take steps to protect interests
BEIJING/ New Delhi, Apr 22: China on Monday rejected reports of intrusion by its troops in Ladakh, saying the People's Liberation Army (PLA) soldiers patrolled the Chinese side of Line of Actual Control (LAC) without "trespassing" into it.
Presenting China's stand, the foreign ministry spokesperson Hua Chunying also called for resolution of the issue through talks.
"China's frontier troops have been abiding by the agreement between the two countries and abiding by the LAC agreed by the two countries.
"Our frontier troops have been patrolling on the China's side of LAC", Hua said at a media briefing here, responding to a spate of questions.
"Our troops are patrolling on the Chinese side of the LAC and have never trespassed the line", she said.
External affairs minister Salman Khurshid said on Monday in New Delhi that India and China are holding flag meetings to address the issue of incursion.
However, China claims it has not done anything wrong. "China's position is firm and clear. We have been abiding by the agreement of the two countries having normal patrol on Chinese side and never trespassed the LAC", the Chinese spokesperson said during the course of her replies.

Observers say China's stand defending its "incursion" is puzzling as it may result in raising of a new dispute on the much agreed LAC by the two countries which brought about sense calm while they negotiated the boundary dispute.
In New Delhi, Defence Minister A.K. Antony said on Monday that India will take “every step” to protect its interests to resolve the situation arising out of deep incursion by Chinese troops into Indian territory in eastern Ladakh.
“We are taking every action to protect our interest... We will take every step to protect our interest,” he told reporters outside Parliament House.
He was asked the government’s response to the Chinese incursion some 10 to 12 km deep into Indian territory.
Government sources have already said that India and China are in touch to resolve the issue of Chinese incursion into Indian territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh and erecting a tented post.
According to government sources, the issue was raised by India after the incident came to light some time ago.

It would inculcate work culture, high degree of professionalism and devotion to duty from the members of the community for the overall development of the state and the nation,” the resolution said.
Further, it has resolved to discourage polygamy and early marriage in the society.
A sub committee would be constituted to work out the modalities to nurture youth energy and harness women’s potential in the community for development, the resolution said.
It further resolved to issue an advisory note to all its members to adhere to the traditional indigenous two words naming system with surname first followed by the name.

CCTV cameras installed at Shantipur check gate
ROING, Apr 22: As per the directives of the State Govt., District Administration of Lower Dibang Valley district have installed Closed Circuit Television (CCTV) Cameras at Shantipur Check Gate today.
Due to ongoing widening work of the NH-
Deputy Commissioner Shiv Kumar visited the check gate along with Yakru Linggi, DIO to personally monitor the installation of the CCTV cameras. The Deputy Commissioner directed the technicians to install all the three cameras permanently after completion of the reconstruction works of the check gate and widening of road, in such a way that the Registration Numbers of the vehicles moving in and out from both the directions are clearly visible and recorded by these cameras.
“This is to have daily records of the commercial and other vehicles plying in and out of the district and to minimize the tax evations,” said the DC. He also inspected the Border Facilitation Centre (BFC) at Shantipur and Meka and interacted with the officials. He asked them to strictly monitor all the vehicles and properly check the carriage and also to collect tax in the spot. He also personally inspected a load carrying vehicle at Meka. DIPRO
AAPSU appeals NES to fight against social evils
ITANAGAR, Apr 22: Expressing deep concern over rising lawlessness in the state, particularly growing cases of extortions, imposition of fines in accident related cases, revenge system and bandh culture, the All Arunachal Pradesh Students’ Union has pleaded with the Nyishi Elite Society (NES) to take serious note of the present state of affairs and initiate precautionary measures before it is too late.
AAPSU president Kamta Lapung, while addressing the general conference of NES at Yazali on April 20, pointed out that fine system causes mental torture and agonies, physical harassment and financial losses, which is illegal. Thus, it should be abolished and the law should be allowed to take its own course.
Same is the case in extortion which is equally a curse in our state which needs to be tackled with an iron hand.

In the last one year, the District Administration has carried out a number of massive eviction drives to prevent encroachment of government land wherein many illegal Pakka and Kacha structures constructed in national highway and sector road causing unnecessary obstructions and congestions were either removed or demolished. As a result, many stretches of sector roads and national highway have widened giving much needed relief to the city dwellers. It also acted as strong deterrent for encroachment in the State Capital. The District Administration had earlier submitted a plan to the Planning Department
regarding a need to reduce congestion on main market areas of NH52A from “Chandranagar
to Rajbhavan Road Tinali” and the Naharlagun Market area. After pursuance of the
District Administration, the Govt. of Arunachal Pradesh has sanctioned some amount
for the said project. Now, two projects on NH52A for widening and beautification
of Capital Complex are being implemented under the direct supervision of the District
Administration. The project from Ziro Point Tinali to Bank Tinali envisages widening
of the road and black-
Adding another feather to its cap was the successful and peaceful conduct of AAPSU elections, 2012 at Dera Natung Govt. College, Itanagar in the month of December 2012, without almost any incidence of violence, Bandh, etc. It was another feat possible largely because of the active coordination of the District Administration with all contesting candidates, election officers, security arrangements, etc.
On being asked Sanjay Goel, DC, Capital regarding various actions taken by him for providing good governance in the State Capital, he replied that administration is a dynamic learning process wherein we learn from surroundings and wherever possible, we also contribute to our environment based on our experience, knowledge, etc.

Shockingly, I saw that application form submitted by the applicants were wet completely as a result some of the office staffs were putting effort to dry off the applications. In a way, I can say that the District Administration is quite irresponsible.
Lastly, I sincerely appeal to Tamune Miso, newly appointed Deputy Commissioner, Dibang Valley District, Anini to initiate necessary action on the subject matter for conduct of written examination for Lower Divisional Clerk (LDC) at the earliest please.

Through your esteemed daily and most popular Reader's Forum columns, I want to let
the people know about the obnoxious, arrogant, unfriendly, in-
On 20th April 2013 at around 10:30 am, I very humbly and honestly approached and complained the CRPF personnel camped at GTC area to slightly widen the barricades that they had put on the NH 52, just in front of the gate of their camp, just because, I had personally seen three accidents at the same place for three consecutive nights.
The sole reason for complaining about the barricades was that they have not put any cautions for the same nor put any precautionary measures like reflectors on the tin drums nor coloured the boulders, so that they are distinctly visible during night time especially on rainy days and nights. And eventually the same boulders and drums have fooled many motor riders to meet up with accidents and let themselves critically injured and damaged their motor vehicles almost every night.
While I was discussing the matter with some of the CRPF personnel very politely,
at the popularly called "Death Gate Barricade", the Officer in Charge of the camp
came out and without any provocation or reasons, ordered the other CRPF personnel

I protested, complained and told him to beat me up till I breathe my last and stood there till that uneducated fellow along with his half baked brained Jawans went inside their camps. I stood there at the Barricade for more than an hour in protest to the infringement of my Constitutional Right to Dignity of Life, Right to freedom of Speech and Expression, Right to a safe and Secured way in the form of the National Highway and above all in protest to the threatening of my life by the same Para military forces, which in principle are stationed in, for our safety and security.
Now, the fact is, that, duped by the same Barricade Boulders and Drums without any safety precautions or signs, accidents occur very frequently during night, yet, the CRPF personnel have never ever bothered to lift the accident victims to hospital for immediate treatment, but, we the Tebo villagers and the people of GTC area only look after all accident victims and take them to the Hospital for immediate medical aid.
Now, as a conscious citizen, I feel and believe that when the Constitution of India has given me the right to dignity of Life, Right to Freedom of Expression, Right to Equality and a Right to a safe and secured way in the form of the National Highway, I just can’t understand why should an Indian Army or a Para military force threaten my life and attempt to curtail my constitutionally validated rights?
Through this letter I request the Deputy Commissioner, Pasighat to ensure and protect our constitutional rights as we are no alien to this nation, rather, we are peace loving, respectable, law abiding, courageous and sincere citizens.
And I also ask the CRPF Officer in charge that are they here for the security of the citizens or are they here as the Enemy of the Public or are we their Enemies?

school teachers will be granted Earned Leave of 30 + days in lieu of the un-

Whereas, it is a fact that the lady teachers are exempted from duties, few teachers are over burdened with duties in economic census and PR elections as well, for few more teachers including myself are kept in abeyance – neither engaged in duties nor able to tender summer vacation availing report. Further, there is no valid order of retention from the concern authority for those teachers who are not engaged in the concerned duties. At this juncture I am confused and feared that whether we deserve the assured E/L of 30+ days or 45 days summer vacation.

Is demand for creation of Bichom district not genuine ?
Dear Madam,
Through your esteemed daily, I would like to know the final stand of our Chief Minister regarding the demand for creation of BICHOM DISTRICT by the people consisting of Sajolangs of Nafra CD Block and Lada Circle and Hrussos of Trizino ADC Post and Koro Akas of Bana area.
As I have come to know through your 17th Mar. 2013 publication, where our Chief Minister had said that creation of new district,, ADC, subdivision and circle headquarters are being created on the basis of demand of the public and with due consideration of geographical location of a particular area, while responding to the question raised by MLA Laeta Umbrey. In this context, I as a real dreamer of that said district felt that we have been neglected by our Government, as because we were one of those who had been demanding the same since 1996, but neglecting our demand many districts like Kurung Kumey, Papum Pare, Anjaw etc. were created, again now coming up with four more. We have been denied from unification too. Now what else can we expect from our beloved Government? Is our demand not fulfilling the criteria as laid by you? Please let us know your final stand through this media.

The total number of employed increased in this period by a miniscule 0.3 per cent.
However, even this meager gain was on account of an unflattering statistic: casual
labour as a percentage of the total workforce grew from 28 to 33%-
What makes these figures even more alarming is the fact that during this period the country's economy grew at a blistering 7.9 per cent on an average according to Planning Commission figures. Now with the country's economy going into a fizzle things are likely to only get worse unless there is a fast turnaround which looks unlikely with politics rather than development expected to hold centerstage over the rest of this year.
If India is to reverse its flagging fortunes it must not only stimulate its economy but also do it in areas that are most likely to generate employment.
